The proviso language of the annual General Appropriations Act requires that each District establish policies and procedures that define enhancement and to identify the types of expenditures that will be considered consistent with the definition.
DEFINITION
The term "enhancement" is defined for the purpose of appropriating District Discretionary Lottery Funds allocated and mandated by the Legislature as expenditures for the following:
| A. | Supplements to the Florida Education Finance Program (FEFP) allocation regarding funding for the instructional day

| B. | Mandated development and implementation of school improvement plans as required by the "Accountability" law
|
|
| C. | Mandated per Florida statute to provide charter schools lottery funding without a plan or other documentation
|
|
| D. | Mandated per Florida Department of Education to develop and implement school improvement plans that include
|
| 1. | Professional development in instructional strategies
|

| 2. | Use of student data to determine effectiveness of strategies
|
||
| 3. | Implementation of formal and informal assessments to monitor individual student progress
|
